Title: Personality Politics and Twists of Fate: The 2016 Philippine Elections

Abstract:
Succession planning is futile because of fractious political parties and the dominance of personalities rather than platforms. Who wins is determined by twists of fate as elections are popularity contests. The trouble lies in the country’s political culture. Personality politics could undermine reforms. The stakes are high. Under Aquino’s watch, the Philippines enjoyed a boost to its economy as the former “sick man” of Asia hurtled past its neighbors. The fight against poverty and corruption has resulted in some successes. The conditional cash transfers, the Aquino government’s centerpiece program to uplift the poor, have covered 4.4 million families, making it the third largest in the world, after Brazil and Mexico. Other firsts in contemporary history have taken place. Three senators were jailed for taking massive kickbacks from congressional funds. A chief justice was impeached for lying in his assets statement. A sitting vice-president faces a plunder case. That these reforms happened in a rambunctious democracy makes the case that growth can take place without sacrificing freedoms. More needs to be done. Beyond 2016, elections will continue to be kept hostage by personality politics if parties and institutions remain weak.

About the speaker:
MARITES DANGUILAN VITUG is the author of seven books on Philippine current affairs. Currently, she is editor at large of Rappler. She was a recent visiting scholar at the Kyoto University Center for Southeast Asian Studies. Marites received her diploma in world politics at the London School of Economics and Political Science. She graduated from the University of the Philippines with a Bachelor of Arts degree in Broadcast Communication.
