\nFor about 30 years, higher education reform agendas in Nepal have
\nrevolved around two main themes. The first of them is the idea of
\n\u2018rightsizing\u2019 of the country\u2019s oldest university, Tribhuvan University
\n(TU, est. 1959), by severing parts of its constituting colleges to
\nform the seed infrastructure of so-called \u2018regional\u2019 universities. The
\nsecond is the execution of the multiple university idea whereby eight
\nnew universities have been opened under various pretexts and several
\nmore are said to be in the pipeline. As of now, both of these reform
\nagendas have not really succeeded. To the contrary, this paper
\nsuggests that their execution pathways have had debilitating
\nconsequences for Nepal\u2019s public universities and the entire higher
\neducation system. As a result, all of the new public universities have
\nthus far failed to grow as vibrant institutions and Nepal\u2019s higher
\neducation landscape is still overwhelmingly dominated by TU (both in
\nterms of size and character), an institution many insiders consider to
\nbe almost beyond reform. This paper identifies the interplay between
\nlocal interests and national confusion as being at the crux of the
\nfailure of universities in contemporary Nepal. The analysis presented
\nin this paper also suggests that when it comes to the subject of
\nbuilding universities in post-Panchayat Nepal, the main political
\nparties and their counterparts in civil society have not demonstrated
\nmuch commitment to plural imaginations for the Nepali university
\nlandscape.<\/p>\n
