Abstract<\/strong>:
\nIn Indonesia, an export boom and sustained, rapid GDP growth in the
\ndecade after 2000 was accompanied by real earnings that were flat on
\naverage, and even declining for many workers. Conventional models of
\ngrowth and trade predict that labor productivity rises as an economy
\ndevelops; that this should not be observed during a period of high GDP
\ngrowth is a puzzle that merits careful investigation.<\/p>\n

In this paper we explore these seemingly paradoxical trends using
\nseveral waves of a panel of individual employment data. Economic
\ngrowth is rarely balanced in a sectoral sense, and the nature of the
\nstructural change experienced by Indonesia is also strongly associated
\nwith lower competitiveness in sectors where formal employment rates
\nare high, causing some degree of involuntary labor movement from
\nformal to informal modes of employment. We explore this
\neconometrically and find that the earnings of workers displaced from
\nformal to informal jobs are significantly lower relative to workers
\nwho remain in the formal market. The fact of this displacement, and
\nits implications for individual earnings, undercuts conventional
\nthinking about the welfare gains from a sustained growth experience.
\nOur findings add, perhaps for the first time, a developing-country
\ndimension to the existing job displacement literature. They also shed
\nsome light on the causes of Indonesia\u2019s unprecedented increase in
\ninequality during the same growth epoch.<\/p>\n

Ian Coxhead is a Professor in the Department of Agricultural and
\nApplied Economics, University of Wisconsin-Madison (UWM). He is also a
\nfaculty affiliate of the Center for Southeast Asian Studies at UWM; he
\nserved as Director from 2002 to 2005. He is now a Visiting Scholar,
\nKobe University. He specializes in the study of growth, trade and
\ndevelopment, with a regional focus on East and Southeast Asia. He has
\npublished many articles in refereed journals including American
\nJournal of Agricultural Economics, Journal of Development Economics,
\nAgricultural Economics, and World Development. He has also edited
