Abstract<\/strong>:
\nThe northeast of Thailand (Isaan) is known as the driest and
\npoorest part of the country. Poor soils and limited water
\nresources have seemingly hindered the expansion of
\nirrigation and the realization of the \u2018hydraulic mission\u2019 that the
\nRoyal Irrigation Department (RID) has so steadfastly
\npursued in the country. But the region is bordered by the
\nMekong River and this has nurtured the recurring dream of a
\nmegaproject that would divert the waters of the mighty river
\nto \u2018green Isaan\u2019 and transform it into a prosperous region. I
\nfirst illustrate, more generally, the process of securitization by
\nwhich states frequently try to remove their megaprojects
\nfrom public debate and the discursive devices they use. I
\nthen move to recalling 60 years of successive projects to
\ngreen Isaan (including the latest reincarnation now under
\nconsideration), describe the political and financial interests at
\nstake, provide four reasons for dismissing this bad \u2018good
\nidea\u2019, and reflect on why it has not happened yet.<\/p>\n

About Speaker<\/strong>:
\nSenior researcher at the Institut de Recherche pour le
\nD\u00e9veloppement (IRD), France. He has 33 years of experience
\nworking on issues of water management, water governance and
\nwater policies, especially in Brazil, the Middle-East\/Northern
\nAfrica and Thailand\/Vietnam. He has authored 250 publications,
\nincluding 120 journal articles, book chapters, and edited
\nvolumes. Fran\u00e7ois Molle graduated from Ecole Polytechnique,
\nFrance, holds a Ph.D from the University of Montpellier, serves
\nas an editorial board member for several journals, and is
\nco-editor of Water Alternatives (www.water-alternatives.org).<\/p>\n
