On the 11 October 2013, representatives from nine leading research institutions in Southeast Asia met at the Center for Southeast Asian Studies (CSEAS) Kyoto University, to sign a charter creating a Consortium for Southeast Asian Studies in Asia (SEASIA). Shimizu Hiromu, Director of CSEAS visited the Indonesian Institute of Sciences (LIPI) on the 1 October 2013 to receive the first signature.
