My paper examined how an increasing number of person who cross borders between Vietnam and Cambodia have affected the local politics in the Mekong Delta, Southern Vietnam since the end of the Cold War. I wrote this paper in order to understand the changes in these two countries in this quarter century from the perspective of the human mobility of ordinary people, based on fieldwork sources. The Centre for Southeast Asian Studies at Kyoto University proudly presents the new issue (20) of Kyoto review (September 2016) which focuses “Memory and History” of Southeast Asia. We have five articles by Vatthana Pholsena, Taylor M Easum, Boreth Ly, Malinee Khumsupa & Sudarat Musikawong, and Anne Yvonne Guillou–all are translated into Japanese, Thai and Bahasa Indonesian. We are delighted to have Dr Penny Edwards (University of California at Berkeley) as guest editor.
