Abstract:
This study explains that inclusive growth can be achieved through
political settlement among interest parties in a democratic Indonesia.
After the introduction of decentralization policy in 2000, the central
government had to devolve some of its authorities to the local
government which deteriorated investment climate on the mining sector.
By carefully evaluating the divestment process of PT Newmont Nusa
Tenggara, a multinational company located in Nusa Tenggara Barat, which
has to sell its share to Indonesian interest, this study describes the
process of conflict among players to achieve political settlements.
These players have been central government, national level
businessperson, and local politicians. The political process with which
political settlement is achieved points out a very promising movement
due to increasing ability of the central government to commit to the
enforcement of property right. The ability to make settlements with
political actors reveals state capacity to provide service to public, in
this case investment climate. It is important to note that central
government measure to accommodate interests of local political actors
was the best option available if the central government wants to uphold
enforcement over regulation on mining sector.

Wahyu Prasetyawan is a lecturer at Syarif Hidayatullah Islamic State
University, Jakarta, Indonesia. He is currently a visiting fellow
at National Graduate Institute for Policy Studies (GRIPS), Tokyo, Japan.
